Old Alton/Edwardsville Road

This project will be a total reconstruction.  Existing pavement will be removed and replaced.  New storm sewers, sanitary sewers, and waterlines will be installed.  The current cost estimate for the project is 1.4 million dollars.  Preliminary Engineering has begun.  Construction could begin as soon as the summer of 2023.  It will take approximately 4 months to construct.  Project is currently funded entirely with City funds.

Wood River Avenue Phase 1 and 2

This is a rotomill and resurfacing project on Wood River Avenue from East Alton City limits to Ferguson Avenue. All intersections will be upgraded to handicap accessible. There will be new striping for this length of road. The current construction cost estimate is $1,000,000. Project design has been completed and has a hopeful bid date sometime between July of 2023 and June of 2024.  This timeline depends on the State St Sewer Separation Project. It cannot be constructed until the Wood River Ave part of that project is completed. Project construction costs are covered 75% by the State and 25% by the County. Project construction would then hopefully begin within a month of bidding. Again, timing with the State St sewer separation project will affect when this project is to be constructed. 

State St Waterline Phase 2

This project will continue the new 12” water main on State St and will run from Elbe to Cotter then continue to Wood River Ave on Edwardsville Rd.  Engineering has been completed.  The total project cost is approximately $150,000. Construction will tentatively begin July 2023.

Manhole Lining Phase 3&4

This project will line approximately manholes and pipes that are in desperate need of rehabilitation. The lining will re-establish structural stability within the manholes and pipes and stop the manholes and pipes from leaking. Most of the manholes are brick and the old pipes are clay tile.  All are well into 80 years of age. The City has been making inventory of remaining manholes to be done and will soon move to pipe lining.  The current project cost estimate is approximately $150,000. The next phase of linings will begin July 2023.

6th St Rotomill and Resurfacing

This is a rotomill and resurfacing project on 6th St from State Route 143 to the city limits with Roxana. Intersections will be upgraded to be handicap accessible. Project was bid in June 2022. Project construction costs are covered 100% by the additional MFT money the City is receiving over the next 3 years. Project is complete.

Edwardsville Rd Phase 1

This is a rotomill and resurfacing project on Edwardsville Rd, from East Alton Village limits to approximately 2nd Street in Wood River. Intersections will be upgraded to be handicap accessible. Project is a 24/25 project and could bid as early as June 2024. Project construction costs are covered 75% by the State and 25% by the County. Project has begun preliminary engineering.  The total construction cost is estimated to be $630,000.

State Street Sewer Separation

This project consists of separating the combined sewers in the State Street Area. The area is bound by Wood River Avenue, Old St. Louis Road, Edwardsville Road, and State Route 143. The current construction cost estimate is $15,000,000. Project construction costs are covered 75% by the Corp and 25% by the City. The City received notice of 3.5 million dollar grant from the Corp of Engineers to complete phase 1, as well as notice of pending 3.5 million for phase 2.  Project design is complete and is currently estimated for construction in August 2023 for phase 1 and will last approximately 1 year.  Phase 2 should begin shortly thereafter and will also last approximately 1 year.

East End Detention Pond

Project will create a detention pond east of the current Kia dealership building. This project will remove the entire area from the flood zone. This will allow development of these properties for commercial purposes. Engineering is complete. The project bid is 1.87 million dollars. IEPA loan forgiveness will be approximately $613,000. Project is completed.

6th Street Detention Expansion

Project will expand the capacity of the 6th St detention pond and allow all the homes in that area to be removed from the flood zone. The current project cost estimate is 5.0 million dollars. Construction is currently estimated to begin winter of 2023/spring 2024 and will last approximately 9 months.

Sidewalk Project (Various)

This project will replace sidewalks in various locations in conjunction with the Cities overlay projects.  The total project construction cost is approximately $100,000. Project is completed.
